Downtown Emerald is seeing historic levels of flooding, with a surge of 10 meters in some areas

A week of heavy rainfall and the combination of melting ice and snow from the Zian Mountains has culminated in Pahl's river systems, devastating the Administrative District with excessive flooding. 102 people have been confirmed to have been killed in the flooding, much of which occurred in low-lying communities and with instances of flash flooding with no warning to the danger. Over 3,000 people are still missing, and there are fears that the death toll will increase substantially as the waters continue to rise.

The city of Emerald saw historic flooding, with some parts of the White Rock River and Elbow Rivers breaching at banks and levees, which has resulted in the streets in the downtown area being completely covered in water; in some places upwards of ten meters. The devastation is worse elsewhere, where the communities surrounding Emerald are in lower elevated areas. The town of Yanner Bend, with a population of 4,000 people, is completely underwater. One story houses are not visible above the flood line, and two story buildings are still covered up to their ceiling area.

President Bishop has declared a national emergency as well as a state of emergency for all of Pahl, as flooding has hit nearly every populated area along a moving body of water (rivers/streams). Mandatory evacuations are in place all over the region, and hospitals, hotels, and several government buildings have offered temporary residence for no cost to evacuees. More than seven million people have been displaced, making this natural disaster already among Zamastan's most costly and devastating.

Of the 102 people who have been killed in the flooding, 12 have been killed by trauma related incidents, such as collapsing roofs or being struck by debris in the fast-moving water. 90 can be attributed to drowning. Most of those deaths occurred in vehicles that were swept away, and many occurred in trapped households that were flooded over in the early morning as the flooding began. Rural and poverty-stricken areas are the prevalent areas for where authorities are finding most of the dead. Major metropolitan cities that have been affected are: Emerald, Abagene, Alanis, Glades, Coalmont, and Duncan. Glendale has also seen major flooding but it has been reserved to the highway and canal systems. Sandbags have started being distributed to residents who are in flood-prone areas, and evacuation buses have been dispatched to assist anyone who needs help evacuating the disaster areas or red-orange marked zones.
